The considerable new expenditure on (which includes several additions to establishment, Police, is attributed to the increased population and
the Sino-Japanese war.
There is also to be an
addition to the Central Police Station, costing
$500,000, of which $150,000 would be spent in 1940/41.
A considerable expansion is to take place
in the Medical and Sanitation Departments.
Not only
are there to be increases of staff, mostly nurses, and of
equipment, but also the following new major building

of the increased commitments towards the Tung Wah
hospitals we already knew: but not that the Report
of the Technical Hospital Committee had already been
published. ?It should be considered on the relevant
X file whether we should ask for this. A spirited
defence by Dr. Selwyn-Clarke of this expenditure
against the criticisms of Mr. Pearce will be found on
pp.6-8 of enclosure 6 to (2). It as well as the
P. V. E. expenditure generally seemed to have the
support of the Chinese members and I have no doubt
it is very necessary.
